Advisory Committee
Meeting Minutes September 15, 2005 Attendees: Michelle Wygle, Kay Coots, Avis Thompson, Steve Pelkey, Dana Winitzky, Tom Hicks, Kathy Viscarra, Cheryl Henderson, Ernie Pressman The August minutes were approved. Accident and injury reports were reviewed and discussed. There were two time loss claims in August. Old Business The committee received additional information via e-mail regarding the dog-related injury that occurred at PARS last month. Cheryl mentioned that the university does have guidelines for dogs on campus. Michelle Wygle asked if the procedures are listed, and Kay said that there is an OAR that she would send it to the committee. Steve mentioned that in addition to the OAR departments are able to institute their own, more stringent policies. New Business Item 1) Johnny relayed a complaint from an employee at the Central Power Station. The CPS practice has been to have two experienced people on duty; however, on September 5th there was one employee and one student employee. The concern is whether a student employee should be considered experienced? Steve shared that Alan Smith had asked him to investigate the situation and to write a report. There is no regulation to have more then one employee on a shift; however, based on the general duty clause, Alan feels it is safer to have two people per shift. The Electric Power Generation regulation 1910.269 states that anyone working on or around live parts or machinery must be fully qualified and that is the operator. The second person doesn’t have to be fully qualified, but they do need to be trained in the work they are performing at the plant at the time, along with the understanding of evacuation and emergency procedures. Steve understands that the student employee had been trained. Johnny asked Steve to send a copy of his report to SEUI. Steve will advise Alan that the report will be forwarded. Item 2) OR-OSHA Complaint: Kay reported that a temporary employee found a razor blade in a protective cover in the washing machine while working at Housing. The employee also said that they were not made aware that there was a Safety Advisory Committee on campus. Copies of the SAC minutes were posted, but the SAC poster was not and that has been corrected. The Housing supervisor responded immediately by checking with each employee on duty to make sure they had sharps containers and alerted them to the situation. A response was sent to OR-OSHA on Friday. The committee decided that it would be a good idea to re-send
