April minutes
were
approved.
Accident and
injury reports were reviewed and discussed.
There were two time loss claims in April.
Sue addressed the accident that involved a
food service
worker who lacerated a finger while slicing a hoagie roll.
She said this is an activity that does not
lend itself to wearing a protective glove because hoagies need to be
made so
quickly. Sue has found that Williams
Bakery does make pre-sliced rolls and they should be available soon.
Kay noted that overall SAIF totals are
down 7.5%, but time
loss claims are up 20%. There is a clear
trend of fewer accidents but time loss claims can be difficult to
determine
since they involve work and non-work related activities and conditions
may develop
over time. In addition, ADA regulations
are complicated and were not
developed as one comprehensive document.
Old Business
Onyx and Franklin:
Michelle Wygle, Kay Coots, and George
Hecht met with Tom
Larson from the City of Eugene. The city will install a count down system and
the university will pay for this feature.
Traffic patterns will be monitored to determine optimal
ways to improve
safety. They will consider removing
three metered parking spaces in the turnaround area, reducing
vegetation at the
SE corner, improve the signage, and recommend that EMX drivers slow
down. The city encouraged that UO do more
education.
Mark attended a preconstruction meeting
regarding the
bridge project and the greatest concern about rerouting traffic was
pedestrians
attempting to cross Franklin
by the coffee shop. There is a
suggestion to continue the fence from the ONAMI construction area up to
Onyx
intersection by using snow fence woven into a chain link.
Pending city approval this would provide a
good visible barrier.
Emergency Operations Plan (EOP).
Tom Hicks
said
that the training class and exercise held in the late fall provided a
good
opportunity to test the EOP. They
received feedback that the EOP could be more user-friendly. Checklists are now being prepared based on
functions and positions. This should be
completed by mid-June and will be followed by deciding on best type of
emergency notification system such as sirens, training the campus
community on
procedures, and determining communication strategies such as a
combination of e-mail,
web notification, and phone trees. A
functional exercise is being planned for mid to late summer. Tom encouraged SAC to contact him with any
suggestions. The committee did encourage
the development of individual building plans with input from occupants
and a
designated emergency contact in each building.
New Business
Hall cautioned that each
summer the Hamilton
dining and common areas are filled over capacity to accommodate sports
camps
and conferences. Sue added that Carson will be
closed for
remodeling this summer. Kay will contact
Debbie Meyer in Housing about the safety issues.
The next Safety
Advisory Committee meeting will be held from 9:00 – 10:00 a.m. on
June 21st in the EMU Board Room.
