Meeting Minutes
May 12, 2005
EMU Board Room

Attendees:   Michelle Wygle, Kay Coots, Steve Hecker, Dana Winitzky, Ernie Pressman,
Don McIntyre, Steve Pelkey, Johnny Earl, Michelle Gillette, Avis Thompson, Mark Maguire

Guest:  Rand Stamm

April minutes were approved.

Accident and injury reports were reviewed and discussed.
Johnny asked for more details about the type and frequency of safety training at PARS. As we have seen over the past few years, Facilities Services has greatly reduced the number of accidents and injuries.  He believes that this is primarily due to the frequency of their safety meetings.  Michelle Gillette will contact PARS to ask about their training and will report back to the committee next month.

Subcommittee Reports
Inspection – The Knight Library inspection went well.

Old Business
Housing:  Mark provided back safety training for the custodians in Housing last month.  Michelle Gillette reported that SAIF has forwarded some recommendations, such as the possibility of hiring outside vendors to do some of the work or using a device such as a stair lift.

New Business
OSHA:  Kay reported that an OSHA compliance officer arrived at EHS last Thursday.  Spiller and HP Barnhardt were inspected.  The inspector cited two grinders that are located in Spiller.  There will a $105 penalty for one of the grinders.  Johnny asked that Kay contact the SEIU office so that a representative may be located to attend OSHA inspections.  Steve Hecker suggested that the SEIU office send Kay a letter to document this request.

Safety Concerns in the Area North of the Science Complex
Staff in the EHS office asked SAC to review the bike, vehicle, and pedestrian safety issues around lots 12A and 12B and the intersection.

Kay asked Rand if there are any plans to improve the traffic flow in the area.  Rand is interested to see whether the traffic patterns at the Franklin Boulevard and Onyx Street crosswalk improve with the new LTD EMX system.  Mark pointed out that while the intersection is a concern, the problem area is the interface zone where passenger and delivery vehicles, bikes, and pedestrians converge.

Rand does not think that posting signs would make a difference.  Steve has noticed that physical impediments already in the area seem to bottleneck the traffic, and they just go around faster.  Rand said that there are no easy answers for these problem areas.  Changes can be made to the pavement surface or bollards may be installed.  Kay suggested that University Planning be asked to review this area to possibly design a different pathway.

Fireplace Policy
Johnny asked EHS to check on the guidelines concerning the University’s fireplace policy.  Specifically, does the Many Nations Longhouse need to install a gate in front of the indoor fireplace?  Mark said he would talk to the project manager.

The next Safety Advisory Committee meeting will be held in the EMU Century A
June 9 from 9:30 – 10:30 a.m.
